International Arctic Mass Media Contest Terms and Conditions
1.1. The following terms and conditions apply to the International Arctic Mass Media Contest “Living in the North!”, further mentioned as the Contest, and establish the Contest’s rules, the procedure of the Jury Panel work and the process for winners’ selection.
1.2. Being an integral part of the International Circumpolar Mass Media Congress “Arctic Media World”, the Contest is aimed to strengthen international cooperation and to share experience between mass media operating in the Arctic.
1.3. The Contest is open for press, digital media and broadcasting companies operating in the Arctic regions of the Russian Federation and the countries of the Arctic Council.
1.4. The Contest is organized by the Russian Union of Journalists and its Yamal-Nenets branch. The Contest is supported by the Yamal-Nenets Department of Internal Policy.
1.5. Journalists based in the Arctic regions of the Russian Federation and the countries of the Arctic Council are invited to participate in the Contest.
1.6. The Contest entries are publications, radio- and TV stories devoted to the North.
1.7. The Contest entries should have been published in press, on mass media websites, broadcasted on TV or Radio stations starting on September 01, 2017 through and including September 30, 2018.
1.8. Only the original TV and Radio stories and authentic articles must be presented.
2.1. The Contest features four categories:
- press publications;
- digital media publications;
- TV stories;
- Radio stories.
2.2. The authors are free to choose a genre and a theme of the entry according to the Contest nominations.
2.3. The Contest nominations are:
1. the best work on the Arctic ecology;
2. the best work on economic cooperation between the countries of the Arctic;
3. the best work on keeping the traditions of the indigenous peoples of the North.
3.1.The Contest entries can be submitted by individual authors or composite authors according to the nominations determined. The submission deadline is September 30, 2018.
3.2. All materials should be presented in the English language.
It is allowed to submit the materials in the mother language of the Contest participant with their obligatory translation (titres) to the English language. Russian mass media also submit the materials with their obligatory translation (titres) to the English language.
3.3. A participant (a team) is allowed to submit no more than 3 publications. Texts should be saved in PDF, RTF or DOC format and should not exceed 12 000 characters (or 6 pages). TV programs of different formats and genres (documentaries and feature films), audio files (radio) should be no longer than 13 minutes.
Video materials (documentary films and films) should be recorded in the following frame aspect ratio:
- 4/3 (with the frame size of 720(w)x576(h), the video streaming speed should not be below 10Mbs, the audio streaming speed should not be below 320Kbs),
- 16/9 (with the frame size of 1920(w)x1080(h), the video streaming speed should not be below 25Mbs, the audio streaming speed should not be below 320Kbs).
Audio materials should be recorded in WAV, MP3 format (with the bitrate of not less than 256Kbs and sampling rate of 44100Hz).
3.4 Texts, video and audio files should be downloaded to file exchange servers or video hosting sites. The link should be provided in the application form and be valid through and including December 11, 2018.
3.5 To enter the Contest a participant should fill in the application form on the official website of the International Circumpolar Mass Media Congress “Arctic Media World” www.arcticmediaworld.com. In case of team entries per team member application should be filled in.
3.6 All Contest entries should be accompanied by the following documents:
- TV and radio programs – by the air reference,
- texts – by the scanned copy of the published article,
- Internet materials – by the publication screen shot.
3.7 Advertisements and commercial articles that were published on commercial basis are considered ineligible.
3.8. Participants of the Contest should retain copyright of their work in order to meet the Copyright Law of the Russian Federation and the International Copyright Law and to avoid any claims from third parties regarding the use and distribution of the materials presented in the frame of the Contest. Participants of the Contest are responsible for observance of the copyright
of materials presented.
3.9. The Contest entries are not reviewed.
3.10. The Organizing Committee reserves the right to edit and to publish the Contest entries on its mass media resources without notification of the authors and without payment of honorarium.
4.1. The Organizing Committee and the Jury Panel are responsible for collection of the Contest entries, their examination and publication and selection of winners.
4.2. The Organizing Committee is formed by the Organizers of the Contest. The members of the Organizing Committee are the representatives of the Contest Organizers. The Organizing Committee is responsible for general management and informational support of the Contest.
4.3. The Jury Panel is formed by the Organizers of the Contest. The prominent journalists, mass media editors and mass media experts are invited to be the members of the Jury Panel. The Jury Panel examines the Contest entries and selects the winners of the Contest.
5.1. The Contest is held in two stages from August 01, 2018 till October 30, 2018.
5.2. The 1st stage is held from August 01, 2018 till September 30, 2018. At this stage the Contest entries are collected and registered, the shortlist is composed, the eligible Contest entries are published on the official website of the International Circumpolar Mass Media Congress “Arctic Media World”.
5.3. The 2nd stage is held from October 01, 2018 till October 30, 2018. At this stage the winners are chosen, the jury protocol is approved and results of the Contest are published on the official website
of the International Circumpolar Mass Media Congress “Arctic Media World” after the Awarding Ceremony.
Each criteria will be scored from 0 to 5.
7.1. The winners in each nomination are awarded a statuette “Living in the North!” and Diplomas of the corresponding degree.
7.2. The Jury Panel can make a decision to award special diplomas and prizes to the winners.7.3. The winners will be announced at the Awarding Ceremony that will be held on December 09-11, 2018, in Salekhard in the frame of the International Circumpolar Mass Media Congress “Arctic Media World”. The results of the Contest will be published in the mass media presented by the Contest participants.
